The Philadelphia Water, Sewer, and Storm Water Rate Board is an independent body. City Council established the Board to set rates and charges for water and sewer service.
Through a process of board meetings and hearings, the board considers testimony and other evidence submitted by City officials and members of the public to arrive at fair and reasonable rates to provide adequate funding for the operation of the Philadelphia Water Department.

Philadelphia Water, Sewer & Storm Water Rate Board
In November 2012, Philadelphia voted to amend the Home Rule Charter to allow City Council to establish an independent body: Philadelphia Water, Sewer and Storm Water Rate Board.
The Board was formed to replace the Water Department as the entity responsible for setting water, wastewater, and storm water rates. This Rate Ordinance became effective January 20, 2014.
