The meeting is called to order at 5:32 pm with 2 members absent. Pledge of Allegiance led by Chair McCoy. Minutes and agenda were approved.

@fresnoland Update on the Parks Master Plan: Commissioner Barraza says the process of reviewing the chapter of the Parks Master Plan is in motion. The third chapter will begin soon to gather comments from its committee members.

Reports from commissioner: Agreement with city parks department for improvement of 49 acres parkside took place 6 months ago, however, Baraza has not heard anything since then. Baraza says that a review needs to be done.

@fresnoland Commissioner Dr. Oputa says she attended an online art workshop and wanted to acknowledge the instructor for his lessons.

Commissioner Singh reports that the Jaswant Singh Khalra Park Community Festival event was a success with 800 attendees. Singh thanks District 3 for making the event possible to bring resources to the community.

Joshua Sykes: A resident from LA, spoke on behalf of CEDC for the West Creek development. They would like to bring programs to Fresno that will occur after school for immediate career placement opportunities. Programs include software engineering and multimedia works.

Sylvesta Hall: A Fresno resident says he is excited and thanks the members for making this time of the year special for neighborhoods.

Dr. Daren Miller: A Fresno resident says he works with athletics and says that the cultural arts are far behind compared to many other cities he had the opportunity to work with. Miller encourages the committee to take inspiration from other cities to improve programs here.

Hearsy Soval: Soval brought members and spoke on behalf of the youth club for funding to sustain and encourage youth to be involved in the Dream Again Project.

Michaelynn Lewis: A local Fresno resident pitched a Public Arts display project to display art across Fresno that will encourage tourists in Fresno. Lewis says this would be a great opportunity to generate funding for youth programs.

Dr. Kenneth Jones: says a previous boot camp serviced over 100 students to teach many IT programs. Jones says that though the program has been available since 2003, funding has always been provided by the program itself. He hopes for the program to be considered for funding.

Dr. Jones also mentioned that the program also provides behavioral and mental health services for the youth.

Navdeep Kaur: a Northwest Fresno resident came to show support and interest in a cricket field at the JSK Park. Kaur says that the softball field should be repurposed since it is not being used for its original purpose.

In discussion: ID 22-1778 - Inputs on allocations related to Measure P, updates to the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department Budget and Capital Improvement Plans. (PARCS)

Lisa Flores - Flores says that Measure P funding should not go into the support of the Chaffee Zoo and its expansion. Parking has always been an issue and the park continues to show negligence in regards to traffic safety.

Alan McCuen - encourages funding for permanent Pickleball courts in parks as it was identified as one of the top 3 sports played in the Fresno area. McCuen says the demand for courts is high as 1,200 recently signed up for a tournament.

Baldev Birk - says that Cricket fields should be considered for funding because there are currently none available in the area. Birk hopes the City of Fresno will recognize the sport as it is popular among Southeast Asian communities.


Commissioner Park recommends a motion for park staff to incorporate funding to improve security at the Fresno Art museum. The motion was seconded by commissioner Cummings. The motion passes in a vote of 7-0.

Commissioner Dr. Oputa says that an amount should be set aside to have organizations sign up for funding inquiries.

Commissioner Barraza says that although it is a good idea, not every community has advocates proposing project funding. It should be made available to all communities.

Chair McCoy requested the amount collected for Measure P in the first year.

A motion was created by Dr. Oputa for $1 million for organizations to apply for funds for projects that fit within the scope of the measure. There will be specific guidelines and criteria for who can apply and the maximum amount.

It will include a sub-committee of the commission to help develop the criteria. Commissioner Miller seconded the motion. The motion passes in a vote of 7-0.

Commissioner Singh makes a motion to recommend funding of $250,000 to repurpose the softball field at JSK and 1/8th of a field at the Regional Complex in guidance from cricket league leaders in Fresno. The motion was seconded by Commissioner Parkes. Motion passes in a vote of 7-0

Motion made by Commissioner Barraza to recommend funding considerations of 2 additional soccer fields a part of the new 49-acre park. The motion did not pass.

Motion made by Chair McCoy, seconded by Commission Barraza for general funding of $2.5 million allocated for the MLK park in the West Creek park development area. The motion passes in a vote of 7-0.

Motion made by Chair McCoy, seconded by Commission Singh, to recommend funding for youth and young adults programs of music, film, play, and dance training in Fresno communities. The motion passes in a vote of 6-0.

Motion made by Commissioner Parkes regarding volleyball. The motion passes in a vote of 6-0.

Commissioner Cummings makes the motion, seconded by Commissioner Parkes, to designate $250,000 for the planning, designing, and construction of field hockey development. The motion passes in a vote of 6-0.

Motion created by Commissioner Barraza, seconded by Commissioner Singh, for appropriate usage of excess funding of Measure P. The motion was passed in a vote of 6-0.

Motion made by Commissioner Parkes, seconded by Chair McCoy, to recommend a budget for increasing the availability of warming and cooling centers and increasing outreach to communities. The motion was passed in a vote of 5-0.
