There is one public commenter, their last name is Sims. They ask about Maria Hadden, who is not present. "I came to address her directly, but she's not here," they say.

Sims says Hadden has treated Black Americans unethically, with no accountability. They reference several shootings in the Ward, including one that impacted them specifically. "She is abusing the citizens with her Aldermanic power in an unethical way," says Sims.

Before their time is up, Sims asks the Committee to investigate Hadden.

The minutes from a January meeting are approved.

The only item on today's agenda is a presentation of the Fourth Quarterly Report for the Office of the Inspector General.

The presenter says they don't see a possibility of eliminating waste completely. However, they believe the office has increased its rigor in ethics investigations.

According to the presentation, one measure of growth has included "meaningful productive community engagement and outreach." This includes work with unhoused Chicagoans.

In 2023, the Committee has streamlined its intake process to be able to better handle all the investigations. This includes at least forty that the Committee itself initiated.

There is an overview of how the Committee handles reports of misconduct within the Police Department and COPA.

There is a concern about how various pieces of information could be combined to reveal private information.

Alder O'Shea asks if the Department is looking to move spaces. The presenter says a new space will help with the reports they receive, as folks don't want to risk running into other city employees.

Another Alder asks what mechanism is in place to combat a situation like COPA overriding a recommendation by the Department. The presenter says there should maybe be a legislative clarification on the topic.

The presenter is asked what outreach is being done to hire residents to City positions. They say their efforts include campaigns in specific wards, and signs on CTA buses in English and Spanish.

A Committee member asks about a point in the presentation, where it's announced that there were double the number of complaints in 2023 than the previous decade. There isn't a clear answer.
