Director of department Abbey Brands, and members Belinda Drake, Katherin Chi, and Kate Warpool were in attendance.

First on the agenda is Kelly Diamond, acting director of Animal Control Services (ACS). She has several items to share, and they will be considered individually since there are various vendors involved.

Request for two Ford trucks from Tom Kelly Ford at a price of $56,714 each; total of $113,428. Request approved.

Next request from Ms. Diamond was for one van to be purchased from Heritage Ford of Indiana for $54,465. It will be used to transport animals in the care of ACS to and from their facility, at adoption events, and to clinics. Request approved.

The next request from Ms. Diamond was for a $100,000 increase for animal spay/neuter and medical services from Pet Vaccination Services, LLC. These funds will range from $75,000 to $175,000 per the contract, and allow PVS to care for animals with greater medical needs. Approved.

Alena Jones, administrator for the Infrastructure and Stormwater Development office, requests a contract amendment with Plan Review and Inspection Services. An increase of $275,000 is requested. Katherin Chi asks if this firm is an SBE, and Ms. Jones clarified that it is not.


Lacee Harney, Administrator of the Bureau of Nuisance Abatement, made a request for an $80,000 for a new attorney/judge to handle cases involving highways and grass, dumping and unsafe buildings. Pending legislation may affect the way these cases are handled. Request approved.

Ms. Harney also made a request to consider a $5,000 increase for the administrative law judge that primarily oversees highway and grass cases. This will not affect NTE. Request approved.

The next request for consideration is by Jacob Miller, Chief Financial Officer, for the outright purchase of a new cleaning system. The $154,259 integrated system would be installed at the new ACS building still under construction by Assembled Products Corporation/

Spraymaster Technologies, and would be maintained by them as well. Due to the change from city oversight to oversight by the new board of ACS, this committee will work closely with ACS to ensure contracts like this one are managed well. Request approved.
