@CHIdocumenters They're beginning public comment. Each public speaker is limited to two minutes. @CHIdocumenters

@CHIdocumenters First speaker: Here on behalf of #CAIRChicago. There's a lot of fear and confusion in the community about the legal processes associated with immigration rights. They don't want to mislead their community members. @CHIdocumenters

@CHIdocumenters Second speaker encourages a yes vote on the resolution. She describes the June 4 incident at the ISAP facility as harrowing, & questions whether local & federal laws were properly followed. She supports a formal investigation and wants the findings made public. @CHIdocumenters

@CHIdocumenters Third speaker: Here from @LitWorksChicago asks the committee to support efforts to secure funding for their program, which serves immigrant communities in Chicago. @CHIdocumenters

@CHIdocumenters @LitWorksChicago Fourth speaker: denounces the tactics used by ICE, calling for greater oversight to ensure the agency is following state and federal protocols. She urges the committee to hold federal partners accountable. @CHIdocumenters

@CHIdocumenters @LitWorksChicago Fifth speaker: says the community is living in fear, and expresses frustration that CPD appeared to support ICE — calling it a violation of the Welcoming City ordinance. She asks: “Who is investigating the June 4 ISAP incident?” @CHIdocumenters

@CHIdocumenters @LitWorksChicago Sixth speaker: discusses the June 4 ISAP incident, calling ICE’s tactics “deceitful.” She challenges the city, asking: “Who is the city protecting? ... Was ICE collaborating with CPD?" @CHIdocumenters

@CHIdocumenters @LitWorksChicago Seventh speaker from @AAAJ_Chicago: “I saw CPD officers chatting with an ICE agent… CPD made sure to protect ICE agents ...They are not serving and protecting Chicagoans.” Asks what’s being done to hold CPD accountable and enforce the Welcoming City ordinance. @CHIdocumenters

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago Eighth speaker: internet connection was lost, but came back by the ninth speaker.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago Ninth speaker: says "this is a violation of the welcoming city ordinance." And wants to see official documents released about the June 4 ISAP incident. @CHIdocumenters

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago Tenth speaker: "I'm here today because my faith community is under attack ... [we have been made] targets of the Trump administration ... These federal agents should be removed from our streets." @CHIdocumenters

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago 11th speaker: urges CPD to prioritize Chicago residents and uphold the Welcoming City ordinance. Calls on the city to make sure local police are not supporting federal immigration enforcement. @CHIdocumenters

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago 12th speaker: "Federal prosecutors are suing us over the welcoming city ordinance ... We need to stand united against ICE ..." This speaker supports further investigation on the June 4 ISAP incident. @CHIdocumenters

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago 13th speaker: "Is the information we provide the city from ICE?" @CHIdocumenters

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago 14th and final speaker: here from @icirr. They have 5 demands, among them are to conduct full investigation of violations of the welcoming city ordinance, use every tool at city disposal to protect citizens from ICE "kidnappings" & protect city & citizen information from ICE.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr Notably, this 14th speaker characterized the ICE actions as kidnappings and abductions. Was appalled at the June 14 ISAP incident. @CHIdocumenters

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr The committee is now reviewing a substituted version of the resolution related to the June 4 incident at the ISAP facility. Substitutions like this are often to update or clarify language before a vote. More details as they’re discussed. @CHIdocumenters

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr More information on what ISAP is: ISAP (Intensive Supervision Appearance Program) is a federal program run by ICE & BI Inc. (a gov. contractor). It tracks immigrants using GPS monitoring, phone check-ins, or ankle shackles while they await court hearings.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr & here's what happened on June 4 for those that missed it: According to public testimony & the City Council resolution (Or2025-0017810): CPD officers were reportedly present at/near the ISAP building at 2245 N. Michigan Ave. Witnesses say CPD supported or protected ICE agents.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr The June 4 incident is being characterized like this by speakers: despite abiding by the law requirements, immigrants were lured into the facility and then ambushed by ICE agents.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr More info on the ordinance: Introduced by: Alderperson Andre Vasquez (40th Ward) & its focus is the CPD involvement in a potential immigration enforcement action. Order is based on Chicago’s Welcoming City ordinance, which limits city support for fed. immigration enforcement.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr Specifically, it orders CPD, OEMC, the Mayor’s Office, and any relevant departments to provide: 1. All communications (internal or external) related to CPD presence at 2245 N. Michigan Ave (BI Inc./ISAP facility) or nearby addresses on June 4, 2025.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr 2. Any requests from ICE, DHS, or their contractors for local law enforcement support on that date.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr 3. A list of notifications required under city code if any help with federal immigration enforcement was requested.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr 4. For any immigration detainers or administrative warrants received by CPD: The date received Whether CPD transferred anyone to federal custody, and which agency it went to

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr Its goal is to determine whether the Chicago Police Department violated the city’s Welcoming City ordinance by supporting federal immigration enforcement, and to bring transparency and public accountability to what happened.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr There were three calls made to 911 about the June 4 incident.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr CPD Director Glen Brooks says CPD doesn't assist ICE & follows the Welcoming City ordinance. Says officers responded to calls for police assistance & had no knowledge of ICE activity when they arrived at the ISAP site. "At no point did CPD assist immigration enforcement."

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr Dr. Chenetra Washington, Supervisor of Training at @ChicagoOEMC, says training on civil immigration protocol is given and refreshed regularly.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Dr. Chenetra Washington (@ChicagoOEMC) states that OEMC followed proper protocol in dispatching CPD to the scene.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC CPD Dir. Glen Brooks cites Special Order 06-14-03, emphasizing that department members will not participate in immigration enforcement laws, except in matters of public safety. "We will still enforce all criminal violations while ensuring public safety."

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Brooks highlights Section G of CPD Special Order 06-14-03: Allows officers to take action during a public safety violation, even in civil immigration contexts.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Brooks: “We spend an incredible amount of energy making sure people understand their rights… regardless of your immigration status.”

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Ald. Rodriguez: “Our neighbors need to know their city government is on their side. The fact is, everyone is unsafe if our neighbors don’t feel like they can pick up the phone and call 911.”

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Ald. Rodriguez presses for clarity on CPD’s role in the June 4 ISAP incident: “Who knows what when, and who’s cooperating — and to what extent?”

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Ald. Rodriguez asks CPD to clarify their role on June 4: “In what capacity was CPD present that day, and what procedural authority allows for that presence at this type of incident?”

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Dir. Glen Brooks (CPD) says: CPD did not detain or assist in transporting anyone during the June 4 ISAP incident. Reiterates that officers were responding to calls & did not engage in immigration enforcement. He does not know how many officers entered the ISAP building.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Ald. Rodriguez wants to know if body cam footage will be released from June 4. Brooks says that can be released after a formal request.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Ald. Rodriguez asks whether CPD’s actions on June 4 may have violated the Illinois TRUST Act or Chicago’s Welcoming City ordinance.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Ald. Rodriguez asks what is being done to repair the relationship between CPD and residents. Says that trust was eroded. Brooks: "We're going to be transparent."

Ald. Anthony Quezada (35th Ward): “It is unfortunate and unbecoming of any members of this body to try and politicize this hearing, which is aimed to build public trust — not erode it.”

AAld. Quezada asks CPD to report: – How many officers/resources were deployed on June 4 – An estimate of the financial cost of CPD’s response – Which supervisors were on scene

Brooks: – First Deputy Yolanda Tally – Deputy Chief of Control Group Jon Hein – District Cmdr. Dave Harris – Dir. Brooks himself

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Brooks is not aware of any internal review taking place regarding CPD actions on June 4.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Dir. Brooks addresses some confusion. "There were a number of law enforcement officers that had 'police' on their vests ... [but] just because they had that garment on, doesn't mean they are necessarily CPD."

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Brooks addresses how CPD addresses someone impersonating an officer — they do an immediate investigation on who that individual was.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Ald. Lopez: "This was a set up and there were human traps .. [families] ended up being detained ... this needs to be condemned at every level of the government."

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Ald. Lopez on CPD's potential cooperation with ICE: “ICE never showed warrants ... Does CPD ask for warrants? ... I find it hard to believe they didn’t know they were going to an ICE facility.”

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Ald. Lopez: "[ICE] are terrorizing our communities."

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Garien Gatewood, Deputy Mayor for Community Safety: “We need to look beyond the Chicago Police Department … we need to address those as a unit.” The Deputy Mayor says that multiple city agencies — not just CPD — must be accountable in ongoing investigations.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC They're now taking a 3 minute recess.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC While they're in recess, here's some more context on the current conversation: It's not about one agency or one incident now — it’s about how Chicago defines public safety, who it holds accountable and what transparency looks like across city departments.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC The Welcoming City Ordinance has been mentioned quite a bit this meeting, so here's some info: it prohibits city officials (including police) from cooperating w/ fed. immigration enforcement in most cases.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC There are gray areas in the Welcoming City Ordinance, & today’s discussion is investigating the breadth of them/how far they extend.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Chicago is a "sanctuary city," meaning local police/city agencies don’t help ICE enforce immigration law, but that doesn’t mean residents are protected from deportation.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Chicago’s Inspector General (OIG) Deborah Witzburg says her office may launch a programmatic review of how CPD enforces the city’s “Welcoming City” ordinance.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC This office currently publishes quarterly CPD data but doesn't assess it. They also review any internal CPD investigations into ordinance violations. Inspector General Witzburg: "OIG will ensure that hits incident will be investigated."

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC LaKenya White, Acting Interim Chief Administrator of Chicago’s Civilian Office of Police Accountability (COPA): "None of the allegations fell within COPA's legislative jurisdiction."

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC White says the investigation should be forwarded to the Office of Inspector General (OIG). White says that COPA can't investigate because it could be a conflict of interest because of its working relationship w/ CPD leadership; high-ranking officials may influence investigations.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC IG Deborah Witzburg pushes back on claims that BIA can’t investigate misconduct: “If we take the position that BIA is a conflict of interest, then there shouldn’t be a BIA. Their sole purpose is to investigate CPD members.”

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Witzburg: “I’m categorically not on board” with the idea that BIA is inherently conflicted. She warns against discrediting internal investigations without "hard facts."

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC I'm unclear of the speaker but here's what someone said, presumably an alderperson: “We are a month out of [what happened]. The further you are from the incident, the more people’s recollections might differ. Their information might not be the same.”

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Deputy Inspector General Witzburg that an OIG investigation into the June 4 incident will have less visibility than one by CPD’s Bureau of Internal Affairs (BIA). “We have different obligations ... [if we do it] I won’t be in a position to tell you much at all.”

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Deputy Mayor for Immigrant & Refugee Rights Beatriz Ponce de León says the Mayor’s Office has begun an internal review of the June 4 incident.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC The reported timeline of the internal review by the Mayor's Office: – June 4: incident – June 10: met with Latino Caucus – June 11: senior staff meeting w/ Mayor – June 12: met with immigrant orgs on the ground and heard their recommendations

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Ald. Fuentes asks if the city’s internal review includes body cam footage. Deputy Mayor of Community Safety says CPD conducted an immediate after-action review. The city will review call logs and body cam footage. Internal work will not interfere with independent investigations

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Fuentes also asks: When will the review conclude? The response: No set end date yet.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Ald. Fuentes shares frustrations, says that it's shameful that they're "sitting here debating whose jurisdiction it is."

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC They're now getting ready to vote on the motion.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC The order has now passed out of the committee. The next meeting is July 16.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Here's a summary of what exactly was discussed: The Committee on Immigrant & Refugee Rights met today and passed a resolution calling for transparency around CPD’s involvement in the June 4 incident at the ISAP immigration facility.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC Public commenters voiced concerns about fear in immigrant communities, alleged CPD support of ICE, violations of the Welcoming City ordinance and demands for public accountability

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC People from CPD, OEMC, and the Mayor’s Office stated: CPD officers responded to 911 calls — not ICE requests, CPD didn't detain or transfer anyone, & an internal mayoral review is underway. Footage, logs, & protocols are in review but no timeline is set for completing the review.

@CHIdocumenters @LitWorksChicago @AAAJ_Chicago @icirr @ChicagoOEMC The committee passed a motion to adopt a resolution (Or2025-0017810) that directs CPD, OEMC, and the Mayor’s Office to turn over all records related to their involvement in the June 4, 2025 incident at the ISAP facility.
