The Committee on Economic, Capital and Technology Development has jurisdiction over matters that directly affect the economic and technological expansion, development of the city of Chicago and economic attraction to the city.

It works with public and private organizations that are similarly engaged. The committee also has jurisdiction over the consideration, identification, goals, plan and approach to the annual and five-year Capital Improvement Programs.

Chairman Gilbert Villegas calls the meeting to order at 1:04 pm. The meeting is conducted by video conference due to COVID-19. Quorum is established.

January monthly report is passed. No one is signed up for public comment, and there are 20 people currently tuned into the livestream.

The first 10 items on the agenda are reappointments sponsored by Mayor Lightfoot. Passed.

Ald. Tunney (44th) asks if this is a first-time incentive. Emmett Morrissey answers that it is the first-time, and that this is a special 6(b) SER incentive: http://blog.cookcountyil.gov/economicdevelopment/wp-content/uploads/2012/02/CookCountySER2014.pdf for businesses at risk of leaving the City.

Ald. Tunney asks why Siegel is just now applying for a 6(b). They state they are not sure.

Ald. Raymond Lopez (15th) speaks in support of this incentive and moves to pass this item, stating that his ward is bordering the ward of this building (14th).
