County Council advances funding for adult guardianship program

@cledocumenters @signalcleveland Public comment: Loh, a Cleveland activist, speaks in support of the Cuyahoga County Board of Developmental Disabilities and Lutheran Metropolitan Ministry.

@cledocumenters @signalcleveland "These two organizations are very important to the people in the county." She says. She says these organizations are helpful in alleviating the homelessness issue in Cleveland. She hopes there will be funds allocated from the county to assist these services.

@cledocumenters @signalcleveland She is in support of R2024-0025, which will grant additional funds to the Cuyahoga Board of Developmental Disabilities. She is also in support of R2024-0026, which will grant up to $1.35 million to the Lutheran Metropolitan Ministry for Adult Guardianship services.

@cledocumenters @signalcleveland Resolutions being referred to the committee: R2023-0259: Grants up to $50,000 to To Attain Healing LLC for the community mental behavioral health center project from the District 7 ARPA Community Grant Fund There is a proposed substitute to this legislation

@cledocumenters @signalcleveland Trevor Mackler of the county council staff says that the substitute is to ensure the ARPA funds go to a non-profit, as required by ARPA. The proposed substitute will provide the funds to Working Farms(?) who is collaborating with Attain.

@cledocumenters @signalcleveland A "proposed substitute" is like an amendment, but generally replaces the full text of the legislation. This substitute is to ensure the funds go to a non-profit.

@cledocumenters @signalcleveland Tara Hill, CEO of Attain Healing, says she is seeking the funds for Let Art Breathe, a program that seeks to use artistry as a tool to uplift disadvantaged children.

@cledocumenters @signalcleveland The resolution is moved to consideration by the full council, by unanimous vote.

@cledocumenters @signalcleveland Next is R2024-0010. This awards up to $20,000 to the Zeta Omega Foundation for the Annual Food Basket Giveaway from the District 9 ARPA Community Grant Fund.

@cledocumenters @signalcleveland Anthony W. Scott of Zeta Omega Foundation speaks in favor of the resolution: He says the foundation supports the "empowerment" of Greater Cleveland residents. This is a chapter of the Omega Psi Phi Fraternity, founded in1911 at the HBCU Howard University.

@cledocumenters @signalcleveland The Foundation seeks funds for their Annual Food Basket Giveaway, held during the December holidays. In Dec 2023 they gave away 500 baskets of food containing about 5,000 meals total.

@cledocumenters @signalcleveland Dale Miller speaks in support of the giveaway, saying its a difficult time for many families and this work helps these families. Chair Conwell joins in support, saying high food costs are burdensome for struggling families.

@cledocumenters @signalcleveland The resolution is unanimously moved to consideration by the full council. Next is R2024-0011, Granting up to $10,000 to the Devin Moore Heart Foundation for the CPR/AED Preparedness Training Program from the District 9 ARPA Community Grant Fund

@cledocumenters @signalcleveland Speaking in support is George Berry, the treasurer of the Devin Moore Heart Foundation. The foundation is named in honor of 22 year old college athlete Devin Moore, who passed away after suffering cardiac arrest at the Kent State fitness center.

@cledocumenters @signalcleveland No one at the fitness center was trained in CPR or the use of an AED (defibrillator), which may have contributed to Moore's death, per Berry. The Devin Moore Heart Foundation has since worked to train students at Kent State in CPR and AED.


@cledocumenters @signalcleveland Next is R2024-0025, which authorizes an amendment to Agreement No. 3381 with Cuyahoga County Board of Developmental Disabilities for reimbursement of staffing services for the DD Medicaid Waiver Program for the period 1/1/2023 – 12/31/2023 to extend the time period to 12/31/2024

@cledocumenters @signalcleveland In short, it extends the subsidy till next year. It also allocates additional funds "in the amount not-to-exceed $527,573.69" for this staffing services subsidy.


@cledocumenters @signalcleveland The final resolution for consideration is R2024-0026, which grants up to $1.35 million to Lutheran Metropolitan Ministries for Adult Guardianship services.

@cledocumenters @signalcleveland Marcos Cortez from Health and Human Services speaks in support of the resolution. He says the Adult Guardianship program provides individuals in need of guardianship, like those suffering from severe physical or cognitive disabilities, access to guardians.

@cledocumenters @signalcleveland He notes while most guardians are family or friends of the individual, some people do not have a suitable guardian in their personal lives. This program seeks to provide them a subsidized alternative.

@cledocumenters @signalcleveland The resolution is moved to consideration by the full council. And with that, the meeting is adjourned!
